I had a bad experience in Lyon. Downtown Lyon It wasn’t possible to find a good restaurant ever. But that’s common in Rome and other italians large cities too. It seems that since they’re working mainly with tourist, they are not serving such a good food because they will never see again the same people, and also it’s plenty of tourists not knowing that much about cuisine.
By the way my advice for Lyon is don’t trust downtown. It’s better to go in different city’s neighborhood and find a small family’s business restaurant or bistrò. Believe me, not only you’ll save money, but you’ll really try the real cuisine of that place.
In France you might have a problem with the language, since they want you to speak french (that’s crazy they want us italian to speak french as foreign language instead of English!). That’s nothing you can’t solve using a good traveller guide. Same could be for italy, as sometimes they’re could be more friendly and try to speak in “broken” English (as I’m writing now lol!).
