I suspect that is Hanoi (have been there many times) and that looks like a pretty quiet intersection at a decidedly off peak time. I can assure you that when you are riding a motorbike, it all seems much less scary. The trick with being a pedestrian is to just "walk" and let the motorbikes go around you (they always do). However, this rule does NOT apply to anything with 4 wheels, which always assume that they have the right of way. Thats actually pretty tame to be honest.
